During the implementation of the departmental target program of additional measures to reduce tensions on the labor market in Kambarskiy region of Udmurtia the unemployed have received subsidies for entrepreneurship and self-employment. Through the establishment of temporary and public works at Kambarka machinery plant and Kambarka gas equipment plant the companies didn’t have to conduct mass recharging and the result was a large amount of work on the improvement and repair of these plants. The program in Kambarka area develops entrepreneurship and self-employment, develops anticipatory learning. Thus, economic position of the region is significantly improving.

The data of the table provided in the article demonstrates the fact of change in the balance between the costs of purchasing food and expenditure on non-food items in favor of the first. The rationalization of the structure of the food basket through the replacement of expensive food by cheap and simple is also marked. The author identifies three groups of Russian regions with fundamentally different dynamics of retail trade: federation's regions where not only sales turnover of nonfood goods but also the turnover of consumer goods have declined: federation's regions with a relatively rapid growth of sales turnover of food goods and the rapid phasing out of nonfoods off the market; federation’s regions with a high growth rate of both food and non-food markets. Preventing the further reduction of consumption by households in crisis regions is becoming a strand of state social policy.

The author believes that in developing new pension model it is important to take account of realities in the existing system of social and labor relations, social justice and solidarity combined with the principles of personal responsibility and good support, the modernization of social and labor relations in economically developed countries. In addition, strengthening the personal responsibility of the insured by other measures is needed. The author notes that improving insurance mechanisms is impossible without regulation of wages. The author observes that the spread of forecasts of unemployment evidences their futility, and the inaccuracy of forecasts makes it difficult to use them in management practices. In the dynamics of both the total and the number of officially registered unemployed, there are two kinds of cycles - long (length of about eight years) and short (one-year duration). Analysis of the dynamics of the labor market shows that the manifestations of annual cycles can be caused by the seasonal nature of work. Seasonal unemployment is most common in the labor market, which is dominated by such economic activities as agriculture, fisheries and construction. Annual cycles are also synchronized with the arrival of graduates, and this corresponds to the arrival of top growth in the number of unemployed citizens.

First of all, the author notes that the lack of definition and classification of services for health and safety legislation creates the complexity of the accreditation of service firms. Most of the services available in the marketplace today, "summed up" under the existing classification systems and are subject to state regulation of the activities. Adequate classification of services for Occupational Safety and based on her list are necessary in order to ensure optimal allocation of functions between the firms and consumers of services. Specific safety requires mandatory involvement of management organization in the management of certain of its direction. It is noticed that at the present time, the quality of OSH management in organizations is determined not by service firms, and the organizations themselves, competent staff. The author argues that the mandatory accreditation of organizations providing services for the protection of labor, it makes sense, provided the development and implementation of effective measures to significantly stimulate demand for these services.

From studies conducted by the author that in groups of teachers of secondary schools the study area the union is perceived by its members, not as voluntary, but forced and uneven organization, that management of social interaction in a system of social partnership of trade unions is reduced only to prevent social and interpersonal conflicts. We must acknowledge that the union did not become an active social force capable to realize the interests of the investigated occupational groups. The author conducted a study to identify and analyze the basic problem thatdiversified faced Russian recruitment agencies, to compare their specificity in the pre-crisis and crisis periods.
