In an interview Ludmila Berlin, the chairman of the Legislative Assembly of Irkutsk region, describes the changes in the legislative plans of the regional parliament deputies connected with the crisis, the role of the Council for Cooperation with representative bodies of municipal formations of the Irkutsk Region, the activities of the Youth Parliament, formed by a Legislative Assembly. It is noted that the Legislative Assembly is actively involved in regulating the situation on the regional labor market - proposals for a regional anti-crisis program are developing, monitoring of the economic situation in the municipalities is setting. When considering the Finance Bill the priority is given to conservation of production and its post-crisis recovery.

The author tells about the Programme of additional measures to reduce tensions on the regional labor market for 2009 developed by Irkutsk region’s Government. The essence of the Programme is in separating the main directions of anti-crisis policy of employment, financing related activities, ensuring their implementation. Meetings in Irkutsk, Angarsk and Usolye-Sibirskoe have made it possible to understand how this program works. It helps to minimize costs for training graduates through co-financing and material support for graduates and businesses in general. Implementation of this program helps to reduce underemployment, to preserve old and create new jobs. By obtained grants from the federal and regional budgets large number of unemployed has organized their own businesses.

During the interview, Viktor Makarov, the head of employment services of Irkutsk Region described the situation on the regional labor market in 2009. The number of converts to employment service offices and the number of unemployed has increased considerably. Most workers were released from forestry enterprises and the chemical industry. Coefficient of tension has increased. The Programme of additional measures to reduce tensions on the regional labor market for 2009 has helped to stabilize the situation on the labor market. The main results of its implementation are reducing of tension coefficient, decreasing the number of workers in part-time employment, the number of freed citizens, the unemployment rate. It was also noted that the draft of such a program for 2010 has already been developed. It is about active promotion of employment of women and disabled. It is conclude that the experience and knowledge accumulated during the existence of the employment service, made it possible to the test "arranged" in 2009 successfully.

Minister of Education of the Irkutsk Region Victor Basiuk notes that cooperation with enterprises of various spheres of activity can reconcile the requirements of employers to the level of training with the content of educational programs, upgrade the skills of teaching employee. Through Social Partnership, students and teachers have the opportunity to develop new production technologies during the periods of training and production practices in enterprises and organizations of the Irkutsk region. The traditional form of participation of employers in providing quality vocational education is the work of businesses in the evaluation committees for assigning working categories. The new format of institutional relations between business and education - public-private partnership is maturing.

In an interview Yuri Bazhanov, the Minister of Agriculture of the Irkutsk Region, reportes on the results achieved by agro-industrial complex in 2009. Agricultural production in current prices has rose, while the production index has fell. Decrease of the production of eggs, milk, corn, potatoes, reduction of the number of cattle, increase in the production of meat has been recorded. In 2009 livestock facilities have been constructed and reconstructed. Conditions for families living in the rural areas have been improved, construction of out-patient unit, building schools, district hospitals, polyclinics, apartments has been set. During the implementation of the Programme of additional measures to reduce tensions on the labor market of Irkutsk region a large number of villagers have registered individual entrepreneurial activities, the work to the purchase of milk and meat from the population has been organized, a complex of measures of information and organizational nature, which allows unemployed people to determine their potential business opportunities and gain practical skills of conducting their business has been set. In support of small and medium enterprises Irkutsk Regional Guarantee Fund has been created.

The main social effects of the economic crisis are increase of absolute poverty, reduction employment, reduction of real wages. An effective response of the Russian authorities has become the Program of crisis management measures of the Government of Russian Federation in 2009. However, the "safety margin" of anti-crisis measures is not infinite. The author proposes the following directions of retaliations on different forms of poverty such as investments in human capital of the country, active labor market policies and public support for effective employment, the development of microfinance institutions, the policy of "tolerance" to the informal sector of the economy, social welfare, increasing adaptation resources of households, etc. For a significant reduction of absolute poverty in our country it needs to develop a National Plan to manage poverty in the Russian Federation.

In address to the Federal Assembly of Russia, Dmitry Medvedev has defined Russian society as "archaic". On analysis of the text of the message primitive raw material orientation of the economy, low political culture of the population, high levels of corruption, etc. were related to the features of "archaic" Russian society. In order to create a civilized labor market and good governance the following factors such as knowledge of the structure of the labor market and the ability to make long-term forecast staffing are needed to be considered. The obligatory condition for the formation of a civilized labor market is a mature legal system. An obvious need for the formation of a new economic model based on susceptibility to progressive innovative ideas and sharp increase of the proportion of small and medium business is mentioned. However, it is hard to modernize the economy without active social policy, formation of civilized market of labor, high quality of education and science.

The authors call two main goals of labor market regulation – contentment of the professional employment and vital interests of the economically active population and achievement of optimal employment, list operations by states connected with regulation of the labor market. Quantitative and qualitative imbalance in the labor market remains to be a serious problem. The reasons of the growth of structural unemployment the authors see in low labor mobility and inconsistency of the system of vocational education with the dynamics of labor demand. The authors suggest the need to make predictions of professionally-trained workforce and additional staffing requirements which will help to control the balance of labor resources and justify the need in foreign labor.

According to the authors, the purpose of state regulation of market services for the protection of labor is the growth of influence of the market on reducing occupational risks. The main tasks associated with achieving this goal are listed in the article. Accreditation of organizations providing services of health and safety is increasing of government regulation in this sphere of economic activity. However, the authors note that accreditation does not guarantee high quality services but only a minimum level of quality. The solution of this problem lies in combination of government regulation and self-regulation. In the future, the inclusion of a property accountability of members of the self-regulatory organizations to consumers of services into management of services quality should be considered.

As a result of introduction of the LMS, the totality of benefits from the implementation of information systems exceeds the costs not only on the implementation but also on exploitation. The formation of training space based on remote sensing and communication technology "EduCenter" system is a promising solution of the problem of training specialists in the field of occupational safety.
