The author defines the notion of "poverty", describes the causes of rural poverty. Alternative sources of income of rural residents are listed and their role in the structure of income is marked. The author notes that the current practice of social policy in Russia suffers from one-sidedness due to weak coupling with the policy of economic as social programs require substantial resources whose creation is an economic problem, though growth of production and stabilization of the economy are not possible without skilled, gainful employment. The article contains a table of the actual ratio of minimum wage amount and minimum monthly wage, from which it follows that the relative level of minimum social guarantees for the working population is very low. The author tells about the effect of "vicious circle" which manifests itself in the field of remuneration of labor. The conclusion is maid about the need of a special corporate-contractual controls and mechanisms of formation of wage funds of enterprises.

The article lists the main components of successful training in the field labor protection. It is told about the main objectives and features of practical training course "Assessing and managing risks at the enterprise", developed by ILO. A logic scheme and the expected outcome of a pilot project for introducing the principles of management of occupational hazards to the programs of education in the field of labor protection are described. In conclusion it is stating that Russia's enterprises must be prepared for an adequate response to the challenges of global competition and working conditions for them must meet international requirements.

The author describes significant differences in the management of labor protection at the foreign and Russian enterprises and the reasons for these differences. The need for more objective and complete account of accidents is noted. Three approaches to the substantiation of the number of state inspectors, are described. One of them is based on the cost minimization and answers Russia's current conditions the best. The areas of preventive, supervisory and monitoring activities in which each state inspector of labor should be established annual targets are listed. It is summarized that the setting of personal targets, regular monitoring of their implementation and an objective evaluation of progress is a way to significantly improve the efficiency of the supervisory and control activities in the field of labor protection.
